Concept of 'Devta' in Hinduism

It is a thing about which I can not found a single search in google engine.
In hinduism 'devi' is called for such a girl who is 'pure'.In nepal 'devi' decided by people.Such 'devi' can not do any 'work',she is only 'worshiped'.Why?So that people can remove their 'bad blessings' only by worshipping her.
Such concept was found in earlier undeveloped civilizations.But in hinduism it is still exists.And deeply rooted in modern indian society and indian political leaders also.
I think many of us we know about this crual tradition of turning a girl into 'devi'.
'Devi' is a 'girl' and can not oppose and thus it feel us 'just a tradition'.Ducat "pholen 'devi' was also decleared  
'devi' .
There is also exist 'devta',about which mostly villegers know,but same as concept of 'devi',it is also deeply rooted in indial society and indian political leaders.'Devta' is a 'boy' who only 'worshipped' and do not 'work'?I think the concept is somewhat different.In villages 'devta' is made by armed 'social' heads of people,they decleare any person 'devta',and kill him.After that ,that person is worshipped.They do such a thing with a person in which they see any paranormal activity or they are enemy of that person or to make happy their god to kill a innocent person they find.
Indian social and political leaders do this to prove their power.And public either afraid or in support of such crulity because of getting blessings of their god.
I think the 'person' who is decleared 'devta' has only option to kill all the 'supporters to kill him to find blessings of god or their powerful heads with their leaders' or to be 'killed' by them.
'Indian' police do not register crimes related to 'devta' or 'devi'.
